Project: I have an idea - can somebody help me implement it?

I have a project in my mind - can somebody help me implement it? (I know nothing about database, perl, etc.)

Summary of the Idea:
# A. Everybody does not like to receive phone-calls from Telemerketers.

# B. People will visit http://country.domain.com and submit their "phone numbers" so that Telemarketers can remove them from their calling lists.

# C. People will be able to modify/delete their "phone no." listing with password access.

# D. Telemarketers can view Selective/all "phone nos. ONLY".

# E. The following fields are required in the database:

1. email + @ + domain
» 'email' is entered in 1 box, '@' is automatic, 'domain' is entered seperately (these can be two different fields)

2. phone number (unique entry in the database: duplicate entry is not accepted) (only numbers allowed, no spaces, no '-', no '+', no '.')
» country code + area code + phone number
 or/and
» country code + mobile number

3. option 1 (check box or blank)
4. option 2 (date)
5. option 3 (check box or blank)
6. option 4 (text box: html is not allowed)
(Only ONE of the above 4 options can be selected)

7. Password

# F. On the lines of "Password Protection for Single Entries" (http://baseportal.com/baseportal/baseportal/lib/password2/phone_numbers), a person can modify his/her phone number listing:
This is what the page would display (columns):

Phone number ­¦ Option 1 ¦ Option 2........
565465445456 .. ¦ .. y
6646546544 ...... ¦ ....... ¦ 12/12/2003
......

(sorted by phone number automatically)
(option to view listings with 'Phone Number + Option 1' only or 'Phone number + Option 2', etc..)

A user can request his password which he will receive on the email submitted by him.

By clicking on his/her 'phone no.', a person can modify the options or entirely delete the listing.

The following display will help in modying or deleting the above:
» Email: @ domain (the person types the username of his email which displays as *****, '@' and 'domain' will display automatically)
» Phone Number: 4564564654654 (displays automatically and can be modified)
» Options 1.
          2.
          3.
          4.
(only one of the 'options' can be selected or modified)
